Pembrokeshire County Council has marked the completion of 11 new homes to support local families in accessing affordable housing at its Rose Haven Gardens development in Rosemarket.
Rose Haven Gardens, a mix of two and three-bedroom properties, will provide both social housing and intermediate rent homes.
A key feature of the development is the application of a local lettings approach ensuring that priority is given to people with strong connections to the area, the council has said.
The new energy-efficient homes form part of the council’s ongoing commitment to increasing the supply of affordable housing across Pembrokeshire.
One tenant shared their experience of moving into their new home: “We are very grateful to have been given the opportunity to make one of the new builds our home. The whole process has been stress-free thanks to the support of the council. We are looking forward to making memories here, and this would not have been possible without the council investing in housing for those in need.”
Cllr Michelle Bateman, Cabinet Member for Housing, said: “I am delighted to see these new affordable homes completed at Rose Haven Gardens. Access to safe, secure and affordable housing is essential for the wellbeing of our communities, particularly in rural areas where housing opportunities can be limited.
“The local lettings approach will help ensure that local people can remain within, or return to, the communities they call home. This development is a positive example of the council’s commitment to meeting housing need and supporting families across Pembrokeshire.”
Last October, the council’s Cabinet backed the purchase of the new build homes, a mixture of two and three-bed houses, then under construction at Rose Haven, Rosemarket; the final agreement delegated to senior officers.
That followed the backing of the purchase of up to 41 houses elsewhere in the county agreed at the September meeting.
A report at the October meeting, presented by Cabinet Member for Housing Cllr Michelle Bateman said: “The council has a corporate priority that aims to increase the supply of affordable and social homes and is seeking to expand its housing stock and satisfy local housing need. These ‘off-the-self purchase’ opportunities would help towards both the council’s 300 new home target and also Welsh Government’s 20,000 new homes target.”
At that meeting, members unanimously backed the delegated purchase of the housing.
At the September 2025 Cabinet meeting, members backed the acquisition of up to 16 new build housing units as an off the shelf deal at Harcourt Close, Hook, and entering into a package deal arrangement for the purchase of 21 affordable homes, along with an option for four ‘intermediate’ affordable units on land at Sandyhill, Saundersfoot.
