A call for a temporary campsite at a north Pembrokeshire community has been turned down, but the applicants are still able to submit a formal planning application.
In an application to Pembrokeshire Coast National Park, Brithdir Mawr Community sought permission for a temporary campsite at Brithdir Mawr, Cilgwyn Road, Newport under permitted development rights, a potential exception to the Park’s Article 4(1) Direction on permitted rights.
An officer report recommending refusal said the holding, centred around Brithdir Mawr, a Grade-II-Listed farmhouse, would see the proposed campsite occupying an existing pasture field adjoining the farmstead.
It said: “Planning permission is sought for the temporary use of the land as a recreational campsite for tents for a maximum period of 28 days in any calendar year. The proposal includes the siting of temporary camping pitches together with associated temporary facilities, including toilet and waste management arrangements, to serve the campsite during its period of operation.”
It went on to detail Pembrokeshire Coast National Park Authority’s introduction of an Article 4(1) Direction, which came into effect on January 1, removing camping and caravan permitted development rights throughout the Park.
Welsh Government later introduced a new planning class BA which grants permitted development rights for the temporary use of land as a recreational campsite for up to 28 days in any calendar year within a National Park, subject to compliance with specified limitations and conditions, including the submission of a prior notification application to the Local Planning Authority.
However, the report said this new Welsh Government guidance “confirms that Class BA permitted development rights do not apply where development is proposed within 100 metres of a protected dwelling occupied by someone other than the campsite owner or operator, or where development is on the site of a listed building,” the report said.
It added: “The submitted location plan indicates that neighbouring dwellings are located within 100 metres of the proposed campsite and includes Brithdir Mawr, a listed building, within the application site. Consequently, the proposal would not benefit from Class BA permitted development rights.”
The application was refused, the report concluding it did not meet the BA criteria, and “as such, a full planning application will be required”.
