Ruperra Club fined £9,571 for noise complaints

Ruperra Club, Trethomas, has been fined a total of £9,571 after pleading guilty to three offences for breaching a Noise Abatement Notice following a successful prosecution by Caerphilly County Borough Council.
The case was heard at Cwmbran Magistrates’ Court, where the club admitted three offences relating to breaches of a Noise Abatement Notice served under environmental protection legislation after repeated noise complaints from nearby residents. Before taking legal action, Caerphilly County Borough Council’s Public Protection team made extensive efforts to work with the club to resolve the issues and secure compliance with the notice. However, the breaches continued, resulting in the council bringing the prosecution. During the hearing, magistrates heard evidence outlining the history of the case, including the impact the ongoing noise nuisance had on local residents. A Victim Personal Statement was also presented to the court, describing the significant effect the repeated disturbances had on those living nearby. The court imposed fines of £2,000 for each of the three offences, totalling £6,000. Ruperra Club, Trethomas, was also ordered to pay a victim surcharge of £2,400 and Caerphilly County Borough Council’s prosecution costs of £1,171, bringing the total amount payable to £9,571. The court also made a collection order requiring payment arrangements to be made within 28 days. Councillor Philippa Leonard, Caerphilly County Borough Council’s Cabinet Member for Planning and Public Protection, said: “Residents have the right to enjoy peace and quiet in their own homes, and we take reports of persistent noise nuisance extremely seriously. While our priority is always to work constructively with businesses and individuals to resolve issues through advice and support, we will take robust enforcement action where there is continued non-compliance with the law. This successful prosecution sends a clear message that repeated breaches of Noise Abatement Notices will not be tolerated, and we remain committed to protecting the wellbeing and quality of life of our communities.”
